Papaer Jam error, but there is no paper jam

I have an HP 4000 that keeps coming up with the following error message when I try to print "13.1 Paper Jam Open Input Trays Then Open and Close Top Cover".

WHen I look at the tray there is no papoer jammed but it looks like the top sheet was being moved but was not able to be completely picked up and driven through the system. Would that mean the pick-up rollers need to be replaced?

Once I clear the error message it does not appear until I try to print again. YOu can hear the printer trying to print but after about 10 secs the error message appears.

Yes, probably time for a maintenance kit (the feed/separation rollers are worn).

Not the real fix, cs_steve, need to replace both the feed assy. behind the MP assy., and the registration assy. together. Feed assy clutch could be bad.
Could just be the torque limiter/rollers though, so yeah, try that first.

I vote for that option!!!, but you can easily see if the pick ups are too wasted. if they don't have a rugosity on the surface, I mean, if they do like like a slick tire, you'll have to change them.
but also you can check, from the rear of the printer, how the sheet moves. if the sheet attempt to go up and inmediately goes back, the torque limiter could be the reason.
also you can check the spring in the 500 sheet tray, that spring hold tight the axis in wich the pick up and the torque limiter are. if this spring is to loose, could cause the paper jam, that's because the axis is not on it's right position.

If paper moves slightly that means the pickup rollers are working, but the feed/separation rollers are not taking over ... yes, sometimes the clutch fails, but 9 times out of 10 a 13.1 error comes from worn feed rollers...

I've gotten in the habbit of removing some metal from the sepration roller clutches everytime I replace rollers on a 4000/4050/4100... It seems that there just isn't a good way to stop the 13.1 errors from coming back without doing so...

If you've got loose metal in the clutches it's time to move to a better grade of paper. What the heck are you feeding your printers?!?

I think -sorry my bad english - You need to change the two rollers each other first and see the changes. If changes, it needs new rollers, if not take out the clutch from tray and try to print without it. If it works, it needs new clutch.
My opinion is don't need to change any parts inside the pick up section because the paper stopped before arrived there.
