HP CLJ 4500 transfer drawer won't close

A middle-aged (light usage) CL 4500 had a paper jam in the transfer drawer area; it involved an unusually large number of sheets (6~7). After the paper was cleared, it was seen that the transfer roller was dislodged (left end), and the plastic mount frame/paper seterator was loose. After refitting, the transfer drawer won't close the last ~4cm / 1.5" unless the transfer cartridge is removed. Fitting a new transfer kit (had one on hand) made no difference. I can't see where the interference is.

I found three references to identical problems last night (web), but no solutions - sounds like a characteristic of the machine, anyone know what's going on?

1} Remove ITB
2} Lift the transfer roller assembly, and rotate the cams to lower it.
3} Install ITB and start.
