4200 Printing Vertical Smudges

I have a LaserJet 4200 that is printing Veritcal Black Line/Smudges down the entire page. I have replaced the fuser using the OEM HP Maintenance Kit but the lines are still there.

check toner! look at the registration and transfer roller for any toner spill.
remove, and clean transfer roller.

Its not the toner. I have put in a new cartridge and the printer is clean.

Print a page, as it's printing open the toner door. Remove the toner and look at the paper. If it's got the smudge, open the toner flap and look at the drum. If it's also smudged...replace it.
