The HP background is printing on all of the print jobs after I have replaced the toner...Why?

If you are talking about ghosting, that is very often caused by the Fuser, especially in the 4000/4100 series.

I don't know what machine you have but there are only two things that touch the front of paper. That is the PC drum which is the part of the toner cartridge and the fuser. If this problem started when you replaced the toner then you have a bad toner cartridge. There are a number of things in a cartridge that will cause the problem. #1 Erase lamp in cartridge isnt working.#2 Wiper blade not working, or the combination of the two. New cartridges do fail.

Have you checked the driver for watermark?
Only the internal pages should have the logo on the paper.
It is possible that the formatter has gone screwy, but check the driver set-up first.
