LJ 4100 Smudge on right and 'raised' ink in page

The office has an LJ 4100 that when it prints it smudges down the entire right and side of the printer. The printer will also spew out thin strips of a plastic type substance, These are grey on one side and a goldy/brown color on the other side.
I have replaced the toner but the prints still smudge and occasionally the plastic strips come out.

Any help and I would be great full.

It's the Fuser that needs replacing.
The bits of plastic coming out are from the film.
