Manual feed in LJ 9000

I have two laserJet 9000's. One feeds from the manual feed great with only one sheet, the other requires a small stack for it to feed. Any ideas on what the issue may be here? It does request the manual feed in the control panel but it does not seem to see anything unless there are many sheets.
