I have a LJ 1320 that registers a new toner cartridge at only 90% full although it is 100% full. Please advise me to a possible solution/solutions.

That sounds like a firmware issue but is not really important. There is no way the printer can actually measure the amount of toner in the cartridge.
The firmware makes an estimate of how much toner has been used. The toner has a little magnetic iron oxide and the printer can tell when the toner
is low because the toner stops conducting current. If the printer will keep printing you can use the cartridge until the image starts to fade, usually in the center of the page.
You may be able to download a free service manual for that printer. A cold reset may help.
