Printing Issue HP 4050 TN

I bought a used HP LaserJet 4050TN printer. First time I printed something it printed the page with dark smudges and light double printing (what appeared at top of page repeated very lightly again around the middle). I cleaned the toner drum with a towel and a little water. Now when I re-print the page it is all dark smudges with nothing on it except the dark smudges. Please verify this is most likely a toner problem, not a printer problem. Thanks!

Do a half page test. Open the cover when the page is about half printed.
It may take a few tries. The image will not be fused but if it looks good
then you may have a bad fuser. If the image is bad you probably have
a bad toner cartridge. You may be able to get HP to replace it, the
cartridges are waranteed.
