Over the years I have accumulated ~25 empty toners for HP Laserjet 4100. Since so many web sites sell refurbished toners, I figure someone would be interested in buying these empty toners... what's the best way to sell them and how much do they go for?

Try to find a local company that remanufactures toners otherwise you'll eat up most of your gain with shipping costs. The phone book is a good place to start.

If the local thing does not work for you consider Officemax, OfficeDepot and others trade an empty toner cartridge for a ream of paper.

I have 500 older toner cartridges that almost no one wants and after I ship them I do not get much for them so the paper thing is my best option.
