There are two most likely scenarios: There is a broken sensor flag or a flag with the spring popped off or there is actually some trash from a jam stuck in a sensor. The flags that flip up and down are usually in the output and fuser areas. The "U" shaped sensors can be hard to find even when you have a diagram. Get a manila file folder and cut a long strip about two inches (5 cm) wide and pass it through the paper path along both sides then through the middle areas to see if you can dislodge anything. Be gentle but firm! Have you tried a known good toner cartridge? How many total pages printed? During POST does the mechanism sound like it is turning freely? Good luck. Please let us know what you find.

I looked on the HP web site but it would not give me anything without the model number.
It did not recognize the CLJ6400mfp. I do not have one here. HP has some forums
where they deal with issues like this, not sure if they can help you or not. The manuals
for most of these machines are available for download. When HP will not provide one
ususally someone will sell you one.
Most cities of any size have an HP authorized shop that can fix this machine. Is it still
under warranty? If it is less than a year old then it is under warranty. Sorry I cannot
be of more help.
