this is a motor error, but your disengagement plate has a few teeth missing from the lower part.

Jun, on the left side, remove the cover. The change plate is behind a metal keeper, and slides up and down inside the gear assy. The motor is at the bottom, and is not the problem. The plate will be missing some teeth where it meets the motor. It is held at the top by a white plastic piece, between another gear that operates the alienation cam. It is tough getting it back in correctly, the notch on the gear has to be at the right spot on the notch at the bottom of the top of the plate, and the four notches have to be positioned in the drum drive gear clutch's. Oh, have you a manual?

this forum, and/or others should have the instructions for doing this job. If you have removed the plate, and looked at the top teeth, and the bottom teeth, you may find the chipped area. Hard to really see when it it installed. I say it's easy for me, because I have done quite a few of these. Very important to have the white gear with the notch at the bottom of the upper teeth on the plate.
If the issue is not with the plate, then check the left side ITB holder. It may be slipping on the shaft, or not actuating the engagement assy.
