Ghosting on envelopes

Printer: HP 4200n
Emvelope #10-Recycled paper 25% cotton
HP Toner-New
New Transfer roller
New Fuser

Ghosting is from the toner, and fusing is poor.
Settings for: Envelope, Rough, Fuser- High2,

Using Xerox HP toner is worse, with smearing and ghosting.

Using standard white envelopes there is no error. All letter printing is perfect.

So, is it the recycled paper not carrying enough bias voltage, because this is the only time there is an issue.

I believe that the recycled envelope is the problem. Just have to convince the client of it.
Testing on several printers gets same results.

We've had a lot of people reporting ghosting issues with "cheap" / recycled paper ... duplicated it in some in-house testing also.
