Some more information would be good. Has this system ever worked? If so did something change. If the problem is in your HP All-In-One then try looking through the handbook to check the FAX properties and settings. Are some of the people you want to send a FAX to long distance numbers? There are forums on the Internet that just deal with FAX issues. Is there an error code?
What exactly does happen when you try to FAX to those customers?

Big A,
He isn't FAXing, he is SCANning to email.
It doesn't make sense that you can scan to some emails and not others.
Try reentering the SMTP Gateway.
Try another formatter.
You should definitely get your network people involved before the formatter swap.

AlThe faxing is fine, but scanning the documents to emails-the people experiencing this are still recieving emails but not from the all in one!

Your original post says "I have problem with scanning to some users emails but some it does goes through"
Question - Is that an accurate statement?
If it is, them something is terribly wrong, and I don't think that it's the printer.
If you can 'scan to PC' on one PC then you should be able to 'scan to PC' on all the PCs on the same network or any network as long as the e-mail address is correct.
Talk to the network people.
