HP 4000 Plotter Problem

We received two HP 4000s' recently. One was shipped in from Washington state, the other from Ohio. Both passed the POST process and came up ready but would not put ink on the paper properly. One sort of printed out the tests and would leave smears of ink on the blank area past the test printout. the other only printed Cyan, and very little of that. Changing the ink, heads and head cleaners fixed everything. The only thing I can think of is that they got frozen in transit back here to the shop. Have any of Y'all had a situation like this?

These are DJ 4000 ps?
It's very possible Big, that the ink froze and all the ink in the tubes going to the heads also froze.
The other possibility is that the cartridges were old and just dried up.
The ones that I install are new out of the box. The ink and heads are sealed, so no I haven't seen that problem.
