Prints not stays on paper

Laser jet 4, printed words not stays on the paper, I can take it off easy by finger. the paper comes some how worm that means the fuser is working, or may be not hot enugh. is it a fuser porblems or toner problem. The toner is not the original HP brand.

It does, very much, sound like a fuser problem, the toner is not fixing onto the paper.
But if you say that you're not using an original HP cartridge your problem might be coused by the wronf type of toner powder.
