This LJ 3600dn prints the desired image fine but anywhere the paper should not have anything on it there is a gray cloud like fog on the page. No other color does this, the fog is uniform and always black toner. Changed the black cartridge and the image belt and got the same results.

We found it! Tore whole thing down and when we removed the large printed circuit board on the left side of the printer a spring for the black toner cartridge fell out. It seemed to provide a ground connection for the black cartridge. Put it back together (after a couple tries, this is not an easy machine to work on!) and it works fine now.

HP has been having issues with this printer (clr 1600,2600,&3600) and has not provided a solution as of yet.
I recommend trying the following:
1. Make sure you have all OEM cartridges. Dont mix them with 3rd party or you'll have decreased image quality (firmware chip on the cartridges).
2. Turn off the "backgroung toner" setting. Increases saturation.
3. Run several cleaning pages and physically clean interior of excess toner.
