Hp Laserjet 4 Paper Jam 13

I just installed a maintenance kit and when I turn on the printer it goes through it's startup test and gives a 13 paper jam error without pulling any paper. I'm not sure how to check the sensors. I need help.

Pull the fuser out and make sure the black plastic flag swings freely (upper corner of the fuser).

Yes, the flag appears to move freely (looking from back of printer, pulling out fuser flag in on the top right.) I also stuck my finger in the area where the flag sits and the mechanism there seems to be moving freely. Do you have any other suggestions?

If no paper is pulled, then the P/U roller may be too worn, or the PIU assy. may be shot. Pull out the toner, and lift the plate in front of the transfer roller. Check the sensor flag there, and pull the tray, and look for the flag to the right of the roller there also.
