Smeared ink

I am printing water transfer decals on an inkjet (HP1220c). But apparently the ink is water base. I print on a paper that is coated with gellatin (the water transfer glue) then is coated with acrylic spray can clear. What laser printer would you suggest that will give me "permanent" ink, and possibly have an option to print the clear coat.

As a second thought....is there a printer that would print permanently on decal vinyl? Appreciate the help-
