Laserjet 1160 error

At Power up, this printer will activate motor etc then after a few seconds just come up with all LED's except the top (toner) one come on and stay on. No sign of any paper inside, fuser measures out well at 65 ohms. Any idea what this combination of lights is trying to say ? Thanks in advance.
