Do i need a new printer or different ink?

This maybe the wrong place for this im not sure. I was at the local hobby store and there was a flyer some one had printed for a race comming up. When i looked close at the flyer it didnt look like ink it looked more like vynal paint or somthing.

Is this done at a place like kinkos or can this be done at home? What do i need to print like this? do i need a different printer or ink or what?

Sounds like the flyer was printed on a LASER COLOR PRINTER
these have special chemical toners that look waxy type when printed.
You need to buy a color laser not a color inkjet printer.
Very expensive to purchase and run.
Check prices of each color toner needed and even if it takes a seperate drum unit as well.
