HP 4050 shows Tray 2 open when Tray 2 paper tray is in the printer

Getting Tray 2 open on the display but the paper tray is inserted into printer, I've tried multiple trays still same error.

Is this an indication that the tray 2 paper out sensor is not working correctly?

That issue should be failure with either the feeder control PCA or the corresponding plastic fingers that are in front of that PCA. If you pull Tray 2 out, look deep inside the cavity on the right hand side. If you have the single tray 4050 (not the 4050T or 4050TN) these are easy to replace. We carry both parts at PrinterTechs, 866-352-7108.
