The High Voltage power supply charges up a connector on the cartridge and checks for a small current flow to ground. This proves the the cartridge is installed and it is safe to power up the laser. If one of these contacts is pushed down, bent out of shape or dirty you will get this problem. Please do let us know what you find. Worst case is to replace the power supply, but you may have done that already.
