Default LJ4000TN prints blank pages on startup

I have an HP4000tn that on power up spits out 4 blank sheets and on the 5th blank sheet hangs with a 13.2 error. LCD Screen shows Initializing, and then checking printer.
I have replaced the Engine Controller Board, and the Formatter but the problem remains. Same condition when holding the engine test button in on power up
    Any Suggestions?

try changing the two switches under the engine control board. if the machine thinks there is paper in the path, it will check printer mode, then try to pass paper if it think paper is at the paper feed roller assy.

The feed assy. may be too worn, this will give the 13.2 errors. The flag may be stuck, or the spring may be too weak to return it. Give it an extra turn.
Check exit sensor flag for dust.
